Working Americans give a portion of their paychecks to a retirement system that may not deliver on its promises. If Congress does not make changes in the next six years, Social Security retirement benefits will be reduced, resulting in fewer benefits for future retirees.
Quick Facts on Social Security Benefit Cuts
- Trust fund depletion: 6% of the taxes will be directed to the retirement trust fund, which will be depleted in the fourth quarter of 2032.
- Estimated cut after funds are spent: 22% (trustees’ estimate)
- A bigger forecast: By 2032, the Congressional Budget Office projects a cut of 26% at that time.
- Average hit: If the average cut is 24%, then the typical beneficiary would receive about $500 less per month.
- Payroll tax rate: The rate of payroll tax is 6.2% for both workers and employers, on earnings up to $184,500 in 2026.
- Joint retirement and disability situation: The date might be delayed to 2034 with a 17% reduction.
Why 2032 Matters for Workers
At the heart of the funding crisis is the fact that the Social Security program is spending more than it is able to afford. If reserves are depleted, benefits would also be paid only from incoming payroll taxes, resulting in a payroll tax cut to everyone. Those in their 50s and early 60s are the closest to that deadline, but it’s a retirement income security risk for everyone that they have a longer time horizon to it.
What a 22% Cut May Imply on Your Check
Cuts to Social Security benefits would not be equal. Those who draw the most on the program would feel the squeeze the most – if they don’t get paid, they don’t get paid. On average, the reductions would be higher in 29 states than the national average. Use your best estimate of how much you will benefit and don’t view it as a set amount.
What’s Behind the Higher Prices for Workers?
While rates of both employee and employer contributions to retirement plans remain unchanged, shrinking benefits are in the discussion. Some candidates suggest that the wage cap be either increased or eliminated, thus taking the significant income tax increase away from the wealthiest people. But experts predict that it’s unlikely to happen anytime soon, if at all, and that it would likely happen closer to the deadline.
Can Congress Make Up its Mind?
The gap can be narrowed by increasing taxes, decreasing benefits, or reducing benefits and increasing taxes. History tells us that they might wait until the last minute – time costs, and the further back you are, the more money you’re losing each year you wait. Voters are encouraged to ask candidates for specific plans as Senators are elected this November and will be in office when 2032 arrives.
The Wider Economic Risk
In 2023, benefits accounted for over 12 million jobs and $2.6 trillion in total output, meaning that cuts could have a negative impact on economic growth. Postponed reform also could put pressure on the bond market, increasing the prices of mortgages, auto loans and student loans, researchers say. The financial problems of the Social Security system may impact household budgets before the first Social Security benefit is cut.
How to Protect Yourself Now
Workers’ smart retirement planning begins with reality. Future income should be estimated at 20-25% less, and one should make up the difference in savings. Building up workplace retirement plans, deferring retirement age and spreading income out will mitigate the impact if the scheduled cuts to Social Security benefits happen.
Bottom Line
Time is of the essence, and political will is not a foregone conclusion. Keep up with the news, act conservatively and question candidates before voting on cuts to the Social Security benefits.
