Indeed, paying the toll charges is a worry for anyone who has to drive through a toll plaza on a daily basis, since the cost of commuting is going to increase day by day. The new pass that will be introduced in the highway toll system from November 1, 2026 could help. The Ministry of Road Transport and Highways (MoRTH) has revised the National Highways Fee Rules, 2008 to provide for a concessional annual pass for local use. The big question is for those who commute to work every day: does this pass save them money at the booth each day?
Key Highlights / Quick Facts

- Requirements: An active FASTag and Aadhaar or other documents for address proof.
- Validity: Toll Plaza Only (As per the Toll Plaza you bought the pass from)

Toll Pass vs Daily Payment: The Math
If you calculate the price of the annual pass, it appears to be priced quite low. Rs 1,500 for about 260 working days is less than Rs 6 a day, and Rs 3,000 is about Rs 11.50 a day. To compare that to the amount of money you are paying for everyday travel on the roads.
For example, let’s say that the toll is Rs. 50 per trip. These daily charges are for a round trip; therefore, the Rs 1,500 pass will cover the cost of the round trip for about 15 working days, and the Rs 3,000 pass will cover the cost of the round trip for about 30 working days. Please refer to your plaza’s current rates for your actual rate. If you cross the plaza every day, you can actually save money on the tolls for those who do.
Who Benefits Most?
The scheme is suitable for workers who have a fixed work location and leave and come from the same plaza. But savings will depend on the frequency of your trips and what toll you would be paying otherwise. For someone who walks across the plaza just once or twice a month, the benefit would be less.
Monthly Pass or Local Pass?
Because it can’t be used on one vehicle, eligible owners can select either the local pass or a monthly pass to pay highway tolls. Make sure to compare the total price of the tolls on a monthly basis with the yearly toll divided by twelve prior to making a decision. If they cross the plaza multiple times per week, they’ll typically find the annual option to be more affordable.
Where the Pass Will Not Work
It will not be available in all plazas. Plazas with a service road, or an alternate route, are not included, and highways and expressways operated on a Closed User Fee Collection System are not included. Does NOT mean approval, as conditions are different in each plaza. In Uttar Pradesh, for instance, there are 135 NHAI toll plazas, but the pass will not be issued at each of these toll plazas.
How to Apply
- Verify that your toll plaza is a part of the scheme.
- Ensure that your private car is registered as a private car.
- Ensure FASTag is in working condition and active.
- Please have your Aadhaar or any other document showing your address ready for verification.
- Once the toll plaza becomes operational, apply at it.
Final Verdict
The new pass will probably cost office workers less than paying for each plaza they pass by each day, and in many instances, much less. Consider other choices for toll payments if you are travelling between multiple plazas, travelling out of town infrequently, or if you reside outside of 20 km. Before applying, verify the rules and charges for plazas on official channels of NHAI / MoRTH.
