What Is the MACP Scheme?
To safeguard employees, in particular those in Group C and Group D, who were languishing without a promotion for several years, the Modified Assured Career Progression scheme was created. The scheme provided for three financial improvements at:
- White-faced with 10 years regular service.
- 20 years of service
- 30 years of service
The other option was, however, if an employee remained in the same grade pay for 10 years, they were promoted, even if it was not technically a promotion. The aims of the career progression scheme were fulfilled, even if there was a lack of promotion within the department, through these MACP benefits.
Who Gets MACP Benefits Under the 8th Pay Commission?
Eligible are any employees of the central government who served in active service on and after September 1, 2008. This includes:
- All employees from ministries and departments who are not on contract.
- As mentioned above, group B, C and D employees are not to be promoted regularly.
- Persons who have served for 10, 20 or 30 years.
In the near future, the 8th CPC salary revision may lead to an increase in the eligibility criteria for the MACP, which is a crucial time for the concerned employees to keep an eye on their service history.
Who Could Miss Out?
That’s where the conflict comes in. The government has stated in Parliament that the employees who retired between January 1, 2006 and August 31, 2008, before the commencement of the 6th Pay Commission, are not entitled to these upgrades, as MACP started after that period.
The thinking: The scheme had not yet been in operation until September 2008; therefore, extending the scheme retroactively would fly in the face of the basic principles of the scheme. This results in a certain segment of the central government pensioners being deprived of financial upgrading they felt they had rightfully earned.

What Employee Unions Are Demanding
The National Council-Joint Consultative Machinery (NC-JCM) has recommended a bold demand ahead of the 8th Pay Commission recommendations – to raise the rate of MACP upgrades from 3 to 5. In this proposal, financial upgradation of a government employee would be guaranteed on the basis of his or her service at 6 years, 12 years, 18 years, 24 years, and 30 years.
