South Africa Launches R1B UIF Labour Activation Fund

South Africa R1B UIF Labour Fund

South Africa has introduced a R1 billion platform between the Unemployment Insurance Fund (UIF) and National Empowerment Fund (NEF) for the growth of business and job creation. The exercise is estimated to cost a total of R500 million at each institution, which aims to boost access to finance for businesses in good financial shape, and to generate job opportunities.

The collaboration was inaugurated by Employment and Labour Minister Nomakhosazana Meth on September 25, 2026 in Johannesburg with the theme Investing in Enterprises. Advancing Employment. Driving Transformation. The initiative also marks part of the preparations for the next Job Summit which is due next.

How the R1 Billion Partnership Works?

The programme is a marriage between enterprise-finance and the UIF’s labour-activation obligations of the NEF. The funding is to support the objectives of transformation, to increase access to funds and strengthen qualifying businesses as part of improving employment opportunities, the government says.

The partnership is particularly driven to create 30,000 jobs. The department has pointed out that income allocations should be based on the likely market potential of the enterprise, its ability to deliver and its possible and likely ability to create or retain jobs.

Labour Activation Programme Focus

The more comprehensive Labour Activation Programme is being framed out around these three related streams, which include: demand-led skills development; workplace experience and placements; and, enterprise support of businesses who can provide jobs.

In 2026-27, the department aims to engage 200,000 people who are unemployed, to achieve a medium-term objective of 605,000 beneficiaries. The focus is on train-to-workplace linkages with the labour market.

Opportunities for SMMEs

Small, medium and micro enterprises are an important focus of the partnership. Minister Meth said that finances are not the only factors that can make a business into a tiger employer of choice, other factors such as access to customers, equipment, working capital, infrastructure and practical support play a crucial role in whether or not a business is a tiger.

Hence the importance of interweaving enterprise finance with markets and supply chains is emphasized. The department has also encouraged the engagement of larger businesses to determine their options for supplying to their businesses through a healthier commercial relationship and the identification of suppliers for the potential to grow their business through procurement opportunities.

Measuring Employment Outcomes

If the R1 billion investment in the partnership is to be a success, it will need to demonstrate measurable outcomes not just funds, say the government. Officials plan to measure the growth of supported enterprises, job creation and maintenance of existing jobs.

Such a strategy puts employment at the heart of the process. It further mainstreamed the UIF-NEF partnership and mainstreamed into the government’s good coordination between the finance sector, skills development institutions, workplace placement and enterprise support.
