Japan Foreign Worker Recruitment: Hospital Meal-Prep Jobs to Resume; Who Can Apply

japan foreign worker recruitment

The government has been pushing to revamp the sector of jobs for foreigners in Japan to prepare meals in hospitals that were frozen in the spring. In future, foreigners who have been granted the Specified Skilled Worker (i) visa will be regarded as eligible, as will foreigners who have passed the necessary skills and language tests. The decision of the Cabinet is aimed at the end of 2026.

Quick Facts

  • What changed: Japan suspended new food service visas in April when the industry’s visitor quota was close to being reached.
  • The solution: Hospital meal preparation, care home meal preparation and school meal preparation would shift to the food and beverage manufacturing sector, which is still in need of space.
  • Next step: There will be an expert panel review this month and then a Cabinet decision by the end of the year.
  • Restaurants and pubs: New intake is suspended.

Why Were Hospital Kitchen Jobs Paused?

All of the employers included meal preparation in the food service category. The cap of 50,000 on that sector was nearly met, as 49,290 people were already in that sector. Hospitals and care homes subsequently stated that feeding times might be impacted.

Why This Matters for Workers

Japan hospital kitchen jobs are in constant demand, as patients require food on a daily basis. The plan is a big revamp in the Japanese foreign worker recruitment policy, where services under the Healthcare category will be completely different from those under the Restaurant category.

There is a catch. The manufacturing sector is capped at 133,500 jobs, but is already approaching 100,000. It is a good idea to try to get ready in advance, as slots might fill up.

Who Can Apply?

The final rules will confirm eligibility for foreign workers in hospital food services in Japan. As per the visa system existing today, the applicants are usually required to:

  1. Be in good health and be 18 or older.
  2. Pass a related skills assessment test.
  3. Basic Japanese (typically taught at a beginner level).
  4. An Offer of employment from a Work Permit holder.

No degree is necessary, so kitchen staff that have hands-on experience may qualify.

What Happens Next?

After the panel meeting, look for official recruitment from Japan for foreign workers. Don’t give money to agents that ask for up-front fees.
