Pakistan Emigration Policy
Pakistan’s government has unveiled its National Emigration and Welfare Policy 2026, which introduces new policy changes that will make overseas employment safer, more transparent and better aligned towards the requirements of the labour market in the target countries. Federal Minister for Overseas Pakistanis & Human Resource Development Chaudhry Salik Hussain initiated the policy at Islamabad on 23rd July 2026.
Skills development, worker protection, digital emigration systems, diaspora welfare, re-entry, etc. are all included in the policy. The framework would be aimed at Pakistan’s gradual progress towards providing higher skilled human resources to the international markets, the government said.
Digital Systems to Modernize Emigration
They are being taken away as a key aspect of the policy, whereby digital platforms are to be introduced to strengthen the overseas employment process. Amongst them are Pak, PAKTOK app, and Emigrant Management Framework and e-Informed Migration Framework.
The systems are designed to make migration information more accessible, facilitate honest jobs advertisements and link migrants to work offers with proven employment contracts. The government is also having to correct its policies on Overseas Employment Promoters.
Greater Focus on Women and Regional Inclusion
The policy focuses on more strongly emphasizing the participation of women and under-represented groups in overseas employment opportunities. Training as well as awareness sessions are being organised in every region of Sindh, Balochistan, Gilgit-Baltistan and Azad Jammu & Kashmir.
The government also intends to make T.V. training meets the international standards through Centres of Excellence. The policy explicitly involves women and those with disabilities and other under-represented groups in the skills development component of the policy.
Stronger Protection for Overseas Workers
Worker welfare is a key principle of the new approach. The government is set to launch an International Call Centre which would receive complaints, and Special Courts to expedite the resolution of disputes and provide legal services through local law firms in GCC destination countries.
Under the policy also proposed is the scheme of EOBI pension for foreign nationals and education vouchers for their children. The aim of these measures is to increase the level of welfare support of workers once they go for work outside Pakistan and once returned to Pakistan.
Skills, Remittances and Returnee Support
Pakistan is also working on developing the quality of its outgoing labourers through making the technical and vocational education system compatible with international protocols and standards. Labour Market Research Cell has been put in place within the policy to identify skills gaps in the overseas market.
Additional support will be provided to formal remittance channels with a series of programs such as Sohni Dharti Remittance Program, Roshan Digital Accounts and Naya Pakistan Certificates. The government will also implement profiling and referral systems for the benefit of returnees.
Why Does Policy Matters?
For overseas Pakistanis, they play an important role in the country’s economy. The government claimed that workers remittances stood at US$41.58 billion during FY25-26 and over 11 million people of Pakistan are working and living in various countries.
Implementation will occur in a phased way, over the short, medium and long-term with action monitored by a ministerial task force. As a policy, it is a generalized re-structuring of Pakistan’s initiative of sending their workers abroad and involves various aspects like the processing of documents digitally, skills and welfare of the workers.
