According to the new IT policy that would be followed in the UP government, eligible employees, including employees from IT companies, tech start-ups, and large industries, would be allowed to telecommute twice a week. The state government stated that it could advise industries on adopting the 2-day-a-week telecommuting policy, especially those with high numbers of employees.
Besides telecommuting, the instructions from Chief Minister Adityanath include:
- Reduction of 50% in the government-owned official vehicle fleet
- Increased usage of public transportation by elected officials
- Adopting staggered working hours to minimise congestion during peak hours
- Teleconferencing to replace 50% of government internal conferences
- Encouragement of car pooling, bicycle riding, and electric vehicle use

The region of Noida is one that hosts the highest concentration of IT firms, GCCs, and technology startups in India. The day-to-day travels to and fro from the office play a significant role in causing fuel wastage and traffic congestion, which is precisely what makes the above-mentioned IT sector initiative for the region of Uttar Pradesh important.
The 2-day working from home policy, once officially enforced, can offer structured hybrid working models that are based on governmental advisories, which have been in practice in the Indian IT sector even after the end of the pandemic.

A Wider Movement: NITES and Employee Unions Weigh In
The UP WFH policy 2026 was not formed in a vacuum. In fact, earlier this week, NITES issued a letter addressed to the Ministry of Labour and Employment. They made a request for the central government’s advice on remote working in the IT and ITES sectors whenever feasible.
In their request, the body highlighted that the work-from-home guidelines were not just about benefiting the employees; instead, they were a national strategy to lessen any unnecessary burden on the use of fuels, public transportation, and worker health. This initiative was called “national collective cooperation,” and it was related to the appeal to conserve energy made by the prime minister.
The pressure from employee unions, along with government indications, makes it evident that this is just another step towards hybrid work practices in India.
The Private Sector Is Already Responding
Prior to receiving any formal advice, firms have already begun implementing changes. One such firm is Shaadi.com, whose founder, Anupam Mittal, declared that there would be one day of remote working per week for all staff, which would cut down fuel consumption during commuting by 20%, thereby conserving an estimated 30,000 litres of petrol annually.
This move sparked discussions on the hybrid working culture in India and raised questions about why firms had not considered other options.
What Comes Next for Noida Startups and IT Firms
As to whether the UP government converts this recommendation into a policy or lets it stay a goal is something we have yet to see. But for the startups in Noida, as well as for the large IT firms here, the message is quite clear – the hybrid work policy in India has graduated from an HR issue into one of public policy.
