Morocco’s Payroll Compliance: SMIG Minimum Wage Baseline and Tax Relief Rules

Morocco’s payroll system involves balancing between statutory minimum wage rates, the income taxes withheld from wages, and the mandatory results of the withholding in social-security contributions. The minimum wage framework has been adjusted in the country for 2026, and the threshold rates and family relief for personal income taxes have also been adjusted for 2026.

It is important to note that SMIG is applicable to all work that does not involve agriculture while SMAG is applicable to agricultural work. For employers, it is important to differentiate between the two. Such statutory floors have to be correctly recorded in employment contracts and payroll calculations.

2026 SMIG and SMAG Minimum Wage

Morocco’s SMIG for non-agricultural activities will be MAD 17.92 per hour starting from January 1, 2026. A calculation that is commonly used is of 191 hours which would yield about MAD 3,422.72 per month but this is a reference hour, as opposed to a separate amount for every month in the wage decree.

SMAG for agricultural activities is MAD 97.44 per working day starting from 1st April 2026. Employers should thus apply the sector/reality based minimum accordingly.

Seniority Premium Requirements

Statutory seniority premium should also be taken into consideration when it comes to payroll calculations. The higher the premium, the more years you go on, the premium over it is the following – 5% for 2 years, 10% for 5 years, 15% for 12 years, 20% for 20 years, 25% for 25 years.

Therefore, employers are urged to periodically check the dates of service by employees and to confirm that an appropriate premium is appropriate in payroll records.

Personal Income Tax and Relief

The tax rate for personal income derived from an employment relationship in Morocco is progressive. For 2026, annual taxable income up to MAD 40,000 is exempt, followed by rates of 10%, 20%, 30%, 34% and a top marginal rate of 37% above MAD 180,000.

Professional-expense deductions can also be made for employees. If income exceeds the amount of MAD 78,000, deductibility rate is 25% with a maximum of MAD 35,000 refunded per year. The 2026 Finance Bill incorporated a dependent deduction of MAD 600 for a dependent (6 of these for persons with special needs) of a child and reduced the number of dependents that receive this deduction from five to six.

CNSS and Payroll Compliance

It is the employer’s responsibility to properly dedicate the correct amounts of CNSS and AMO. Employer’s contributions are financing: family allowance, social benefits, training, compulsory medical.

Companies can conduct regular audits of their payroll history to uncover any over-deductions, missed seniority bonus payments, or discrepancies related to minimum wages, before it becomes a compliance matter and risks consequences or penalties.
