The Workers Rights 
The Italian Decreto Flussi offers a path to work for foreign nationals from outside the EU with specific qualifications. But the process is largely employer led. No individual can apply for a work permit, they will require an Italian employer to complete the authorization process.
The process, from having a job offer to acquiring a residence permit is critical for the success of the job search and for skilled workers who want to find work in Italy. Incomplete procedures and missing quota windows may cause delay in the application.
Step 1: Secure an Italian Job Offer
The process starts off with an official job offer by an Italian company or qualified employer. The requested wages offered should be compliant with the National Collective Bargaining Agreement in effect for the classes in question.
In addition the employer might need to carry out a job-market check at the local Centro per l’Impiego (CPI) to determine if a qualified technical worker in Italy or an experienced worker in the European Union is available for the job in question.
Step 2: Employer Applies During the Click Day
The employer applies for the Nulla Osta al Lavoro (work authorization) to the Ministry of Interior via the Portale Servizi ALI. Applications are formulated in specific periods announced by the government.
The employer makes the application for relevant non-seasonal work during the designatedClick Day, including the application form Model B2020. Quota places are limited so submitting early may be very pertinent.
Step 3: Obtain the Nulla Osta and Apply for a Visa
The Sportello Unico per l’Immigrazione (SUI) makes an examination of the application and performs the necessary checks before giving the Nulla Osta. The authorisation is sent to the relevant Italian diplomatic mission once approved.
The Italian Embassy/ Consulate in the worldwide residence of the worker then accepts the worker’s application for a type D national employment visa. The visa application needs to meet the requirements for appointments and documents applicable to it.
Step 4: Apply to Italy for Residency
Once the worker has been granted the visa, he/she may enter Italy within the period of its validity. Upon arrival the employee and the employer fill out the necessary Contra delle Sofferte(Contract of Sta).
Then the worker has to apply for a Permesso di Soggiorno per Lavoro Subordinato. There’s the process of filing the documentation and then going into the Questura for a fingerprint appointment.
Priority Routes and Alternatives
There may also be individuals who would gain from having a specific quota such as those finishing recognised vocational and language training prior to departure, in addition to those who have completed Italian language training. There may also be bilateral migration preferences for some countries.
The EU Blue Card may also be an option for highly qualified professionals. This route is not part of the Decreto Flussi quota and can offer a route for professionals that have qualifications, experience and employment offers and salary levels that qualify them.
