It comes after a record number of more than 72,000 people made their way to Ceuta from Morocco in 24 hours in late July, the largest single-day European border crossing violation recorded. Both governments have sent additional personnel, erected new barriers, and are trying to combat disinformation on the Internet.

What Happened in Late July 2026? 

The Ceuta Border Crisis really picked up pace on 30-31 July when more than 72,000 people, on foot and by sea, crossed from Morocco into the Spanish enclave. At least 77 people were killed, mainly drowned, according to Spanish authorities, and the death toll was estimated to be at least 141+ by human rights groups. Within a few days, some 70,000 people were back in Morocco, but about 2,000 people stayed, placing an additional strain on a population of 84,000. An EU emergency meeting was held; 22 member states want the external borders better protected.

Why August 15? The Social Media Factor 

The latest alert is a concerted effort by Facebook, WhatsApp and Instagram to urge migrants to meet on August 15 in the Ceuta-Morocco crossing, which is a Spanish national holiday. Two Facebook groups, one with more than 74,000 members, were determined to be the major amplifiers. Spanish intelligence is searching for the origin of the posts. Morocco has already arrested people suspected of instigating new crossings, as well as warning that it is disinformation posing a threat to lives. The same pattern took place with the border that was open but was to be closed in July, before the July surge.

How Both Countries Are Responding 

Spain has sent 100+ extra Civil Guard officers to Ceuta, maintained military troops and installed new barriers. A floating barrier now encloses a marine gap close to Nador, the Moroccan port, in Melilla. The authorities are quite clear: the border remains closed, and no one who crosses will be allowed to stay.

Morocco has beefed up its security stance and insisted it is a measure that is “not temporary” but is “a measure that will be in effect until August 15.” Attorneys are working on a case against those who are promoting the crossing calls online.

The EU is intensifying its efforts to coordinate with platforms such as Meta, TikTok and fact-checkers to address misleading content. The Commission’s emergency mechanism under the Digital Services Act remains to be activated, but it is being closely monitored.

The Wider Tensions 

The Ceuta Border Crisis has brought back the cracks between Spain and Morocco. Morocco asserted its sovereignty over Ceuta and Melilla for the first time since the crossings in July, although Spain reaffirmed that it would not engage in any negotiation. Morocco has raised the issue of the “obstacle” it would see itself having to face if it forced migrants to remain in Spain as soon as they arrive in the islands, and has also called for the repatriation of Moroccan minors who remain in Ceuta before school starts.

It is not an easy resolution due to these dynamics: geopolitical leverage, bilateral differences over Spain-Morocco migration, EU pressure and more. Morocco has long exercised informal influence over migration flows along the North Africa migration route and has demonstrated its willingness to use the influence diplomatically.
