A historic decision by the administration will benefit thousands of daily labourers, part-time and seasonal workers across the Union Territory of Ladakh. In a long-overdue reform, Ladakh’s Lieutenant Governor Vinai Kumar Saxena has approved a comprehensive reform in wages in Ladakh, with the revised daily rates and transparent payment system of Direct Benefit Transfer (DBT). Everything you need to know about the new rates, how the payment will work and what this will mean for the workers on the ground.
What Has Been Announced?
The government has finally approved a comprehensive policy for wage rationalisation for daily-wage, part-time and seasonal government staff. In line with the new system:
- The skilled workers will now be paid ₹575 per day.
- The unskilled workers will now get ₹450 daily.
This wage hike to Ladakh daily workers replaces the drastically low compensation packages that many of these workers had to endure for more than a decade since the UT establishment in 2019, being one of the most important labour reforms.
Wages will be based on a pro-rata basis, taking into account actual duty hours and the type of job responsibilities and duties and will be remunerated fairly according to the type of engagement.
Key Provisions of the New Wage Policy
1. Revised Daily Wage Rates
The daily wage rates are stipulated in the Ladakh labour department notification, which is based on the categories:
| Category | Daily Rate |
| Skilled Workers | ₹575 per day |
| Unskilled Workers | ₹450 per day |
The above-mentioned rates of skilled labour and payment rules for unskilled labour of Ladakh shall be applicable to all Government Departments having daily wage staff.
2. Verification Deadline: 20 Days
Every Government department will be given a very firm 20-day deadline to fully verify:
- Engagement records
- Actual duty hours
- The nature of the work carried out to complete the project.
- Bank account details for each worker are linked to the Aadhaar of the worker.
This verification process will be essential in minimising delays and inaccuracies in the distribution of the pay hike among the deserving beneficiaries of the Ladakh wagers.
3. Direct Benefit Transfer For all Wages
In line with the new Ladakh DBT salary transfer policy, all wage payments and benefits will be directly deposited in the bank accounts of the workers that are linked with their Aadhar card using the Direct Benefit Transfer (DBT) method. The DBT wages in Ladakh will ensure that there are no discrepancies, loopholes, or middlemen in the wage payment system, which has always been an area of concern for daily workers getting their wages in Ladakh.
Importance Of This Reform
The increase in the wage rate for the daily wagers in Ladakh is not only about the increase in numbers. This wager hike for daily wagers in Ladakh isn’t just about the numbers; it’s about the approach to pay. For years, many of these had been earning below the poverty line and had no avenue for complaints. The new payments aspect of DBT also implies salaries can’t be withheld, deferred, or taken out of the system informally.
The increase in the salary of workers in the region of Ladakh is especially noteworthy considering the challenging landscape, the high cost of living and the small job market in the region. The updated wage for skilled workers in the construction, engineering assistance, technical work, and healthcare sectors in Ladakh aligns them better with the national skilled worker wage rates of ₹575.

What This Policy Does NOT Mean
The administration has made it clear that this is a wage rationalisation exercise only under the Minimum Wages Act, and an update of the daily wage workers in the Ladakh region does not imply that their jobs are reduced. It is not a:
- A regularisation of employment
- A pledge to lifelong employment
- Right to be covered by the benefits and entitlements of regular government service
It is pertinent to note that an increase in minimum wage in the Ladakh region for 2026 is a step in the right direction, but it does not change the nature of contractual/temporary work on daily wages as provided in the current framework.
Conclusion
The increase in the daily wages for Ladakh – skilled workers, ₹575 per day, and unskilled workers, ₹450 per day, is a historic event in the history of labour welfare in the Union Territory. This change, which requires direct salary transfers to DBT and has a strict verification deadline, will not only generate more money but also create a more accountable and transparent payment system. The departments, workers and labour organisations should rush to put the Aadhaar-linked bank details in order before the deadline of 20 days of verification, to ensure no worker gets left behind in the landmark update.
