Who Are These Workers — and Why Does Their Pay Matter?

But the people who do the bulk of the work for the UK’s defence don’t make headlines, and they do some of the most important work. They are the people, commonly known to the MOD as ‘civilian workers’ or ‘defence civilian staff’, who ensure that weapons systems, equipment and support programmes are procured and delivered to the armed forces.

They work for Defence Equipment and Support, which is part of a new grouping, the National Armaments Director Group, within the Ministry of Defence. Their work is carried out alongside some of the UK’s most important investment programmes in defence – those that ensure the armed forces remain equipped and effective.

When it comes to UK defence staff pay, a delay or dispute doesn’t only impact household budgets. It impacts recruitment, retention and readiness throughout UK defence.

What Went Wrong With the 2026 Pay Award?

The UK Defence Workers Pay Rise was supposed to be dealt with and paid to impacted employees in August 2026, including backdated salary and bonuses. Instead, it was announced that workers would not have to begin the settlement until early 2027.

The stalling time adds to an already tough scenario. Trade unions had already deemed the pay offer on the table to be too low, as it is below the 3.6% pay increase above inflation granted to military personnel. That is a hard pill for defence industry workers doing similar and equally critical jobs to swallow.

The delay in the defence salary increase has been called a big morale strike, and it is reported that morale of those affected has dipped significantly.

Why Is the Pay Rise Being Delayed?

In spite of the various big-budget declarations, the defence budget is facing a real crisis. The delays have been caused by competing priorities, multi-year financial planning and complicated pay negotiation processes in the public sector.

The defence pay award has been called alarming by trade unions, including the PCS, who urge DE&S to at least pay the lowest-paid members an interim payment until negotiations are finalised.

Civilian vs Military Pay: A Clear Gap

One of the most aggravating areas for defence staff across the UK. For this group of UK defence personnel, the reality of doing critical, mission-enabling work, but for less pay and with longer wait times, is a hard one to accept.

What Are the Unions Saying?

The PCS union has spoken up loud. It urged DE&S to make the pay award now, especially for the lower-paid members. The union also outlined that the current offer does not meet its national pay policy, which is not an end to the pay negotiations between the defence workforce and the government.

There was also an early concern that senior staff could be entitled to their own increases on time while other staff waited. That worry seems to have been addressed, with signs that the delay is going to be applied equally — though the optics of even the thought of that caused additional harm to trust.

What Happens Next?

The Ministry of Defence has announced there are ongoing talks with trade unions and that it is determined to solve the UK defence pay puzzle. Staff who are in financial difficulties have been provided support in the interim.

However, commitments and conversations are not paycheques for workers. As long as there is no set date and no reasonable compensation, the uncertainty – and the damage to morale – will endure.

FAQs

When will defence personnel get their pay increase?

The current expectation is, at the earliest, early 2027, but negotiations are ongoing and may alter this timeline.

Why did military personnel get a higher pay rise?

Military pay is determined by a process of its own. The service personnel increase of 3.6% was agreed independently of the discussions with the civilian staff.

Does it impact everyone working for MOD?

The delay is mainly due to Defence Equipment and Support (DE&S) civilian workers. There may be other parts of the MOD which have different pay scales.

Is the government increasing defence spending?

Yes — there are substantial increases in funding announced. Budget allocation between departments and programmes, however, still leaves frontline pay decisions to be approved by the Treasury and constrained by departmental budgets.

What are the options for affected workers?

Staff are encouraged to meet with their trade union representatives. The PCS union is pressing hard for action from DE&S on behalf of its members.
