8th Pay Commission Explained: How to Submit CPC Feedback, Eligibility Rules & Documents You Need

The 8th Pay Commission is now seeking the suggestions of the central government employees, pensioners and recognised associations, and the clock is ticking. The online consultation window is only open till May 31, 2026. When you are a serving employee, retiree or were part of a union, here’s what you need to know to make your voice heard in the future of government salary revision in India.

What Is the 8th Pay Commission Feedback Process?

The 8th Central Pay Commission (CPC) has introduced a streamlined and digital consultation process with a structured approach using the MyGov 8th CPC Portal. It is an official platform where stakeholders who are eligible to present their memorandum and detailed suggestions regarding salary structures, allowances, fitment factor, DA rationalisation, etc. can submit.

This is a rare and significant moment for central government employees to directly impact recommendations that will impact their revised basic pay, pension revision and allowances for years to come.

Who can submit feedback to the 8th Pay Commission?

The 8th Pay Commission has clearly specified who can be involved in the consultation process:

  • Serving central government employees — both civilian and defence personnel
  • All pensioners drawing pension from the central exchequer (both paid by the central government and from the central government as a family pension)
  • The general staff of the UTs and the All India Services
  • Judicial officers, employees of the Supreme Court and High Courts in UTs
  • Employee unions, service associations, and relevant ministries/departments, who have been recognised.

Anyone who fits into any of the above categories can submit their own CPC recommendations to the Commission prior to the deadline.

Documents Required for CPC Feedback Submission

What paperwork should I need for the 8th CPC Update?

The answer is a breath of fresh air — there is no requirement to give supporting documents to provide initial feedback or a memorandum. The submission of the 8th Pay Commission is online only. You only need:

  • Valid mobile number or email ID to generate OTP for authentication
  • Must have a MyGov account (or have the ability to create one)
  • Personal information of a registered user (baseline information).

No need to submit any salary slips, service books, pension payment orders or any other official paperwork at the time of submission.

Step-by-step: Guidelines for Suggesting 8th Pay Commission

The following are the guidelines to give your suggestions till 31st May 2026:

Step 1: Join in Portal: Join the official MyGov 8th CPC Portal (available under the 8th Pay Commission section on mygov.in).

Step 2: Select Your Category. Choose whether you are participating as an Individual (Employee or Pensioner) or as an Association/Union.

Step 3: Log In using OTP. Enter your registered Mobile No or E-mail ID and verify with the OTP you received on your mobile.

Step 4: Fill up a structured questionnaire. Fill up the form wherein various aspects such as salary revision, fitment factor, allowance, etc., have been asked. It is an opportunity for you to express your views on salary revision in India.

Step 5: Review. Submit before 31st May 2026. No physical submission will be needed.

Why Your CPC Feedback Matters

The pay matrix, fitment factor, and pension structures of millions of central government workers and retirees will be directly impacted by the recommendations of the 8th Pay Commission. The last pay commissions, including the 7th CPC, have resulted in only meaningful increments of basic pay after taking into account the views of the stakeholders in the pay commission report.

Giving well-reasoned and specific suggestions on matters such as DA merger, revised pay scales, HRA, and transport allowances helps the Commission be in a position to have a full picture of ground-level concerns before it finalises its recommendations on the 8th CPC.
