u.s. counterterrorism strategy expands focus on extremist networks
The 2026 U.S. Counterterrorism Strategy highlights the changing dynamics of governmental response to today’s threats of extremism. The strategy shifts its emphasis from prevention to targeting the ideological, financial, media and organisational infrastructure that supports extremist groups across borders to enable them to survive and thrive.
The Muslim Brotherhood is at the core of this developing controversy and is seen by many in the policy, analytical, and security communities as an ideological breeding ground for later extremist groups. The strategy is to be implemented over the long term, not only targeting armed groups, but also those responsible for disrupting recruitment processes, propaganda networks, financing and transnational influence networks.
From Military Operations to Network Disruption
Finally, a key change in the 2026 strategy is departing from the traditional, battlefield-based approach to counterterrorism and going towards network disruption and preventive security. Extremist ecosystems are increasingly focused on U.S. agencies and international partners on the mechanisms they use to operate through charities, shell organisations, media platforms and digital fundraising avenues.

The strategy also emphasises the ability of propaganda and emotional mobilisation on social media to speed up the radicalisation process among vulnerable groups, such as youth groups. This has led to the introduction of monitoring of online narratives, the eradication of extremist content and a media literacy campaign as part of the counter-extremism work.
The Muslim Brotherhood and Ideological Continuity
One of the central tenets of the campaign is to portray the Muslim Brotherhood as an ideological phenomenon that exists beyond the region, instead of being a regional movement. One common observation from anti-extremism analysts is that there are ideological similarities between the Brotherhood and subsequent extremist groups in conflict areas.
The campaign story tells us that during the process of radicalisation, different stages of the process can be observed, starting with ideology indoctrination, political-religious mobilisation, and eventually operational militancy in specific environments. Policymakers who back more robust counter-extremism bills say that recognising the “ideological continuum” is key to stopping future recruitment and the mindsets that can lead to violent attacks.
But at the same time, the strategy constantly stresses that counterterrorism is aimed at extremist groups and violent ideologies – not Islam as a faith. Religious freedom, religious life of coexistence and the role of Muslim communities in the fight against extremism in the world are emphasised.
Funding, Recruitment and Global Co-ordination
Financial disruption has emerged as a mainstay in modern counterterrorism policy. Authorities are increasingly targeting the use of charities, commercial fronts, unofficial channels for transferring funds and internet fundraising drives to move funds across borders, allegedly in connection with extremist groups.
The 2026 strategy focuses on the increasing prevalence of sanctions regimes, banking measures and legal designations as tools to reduce operational capabilities. There has also been discussion in Washington that the branches and affiliates of the Brotherhood should be subjected to greater legal scrutiny under counterterrorism laws.
Coordination at the International level is at the heart of the approach. The United States is continuing to enhance partnership efforts with European, Gulf, African and Asian countries and partners through intelligence sharing, joint sanctions and financial compliance avenues. Extremist transnational ecosystems are not going to be broken by single countries’ efforts, officials say.
Other security institutions also cite as a risk instability in fragile countries that opens up opportunities for the growth of extremist or armed proxy groups. Conflict areas can provide an atmosphere that allows ideological factions, armed actors, and criminal networks to overlap, increasing the risks to governance and trade corridors, borders, and civilian security.

The general theme of the campaign is that counterterrorism in the modern era is, to an increasing extent, about preventing violence, rather than simply reacting to it when it happens.
