EU Sanctions on Academics “Negatively Impact Human Rights,” UN Experts Warn

A group of UN Human Rights Experts has issued a strong warning regarding the unintended consequences of recent restrictive measures adopted by the European Union. In a statement released on January 26, 2026, the experts highlighted that regulations targeting specific scholars and institutions are severely undermining Academic Freedom and the right to education. According to the professionals, such actions are politically driven, but they actually disenfranchise citizens of their basic rights since they cannot engage in global forums and access vital scientific collaboration. This is given the concern that is increasingly mounting that the existing policies have alienated researchers to the rest of the world.

Academic Freedom Stifled by Over-Compliance

The specialists, such as Special Rapporteur Alena Douhan, pointed out that it is not just about asset freezes. They shape the atmosphere of fear where universities and publishers over-compliance in order not to risk being sued, leading to the summary rejection of papers and joint projects termination. Such exclusion is against the principle of non-discrimination and acts as an obstacle in the world development of science, which is based on free exchange. Academic Freedom is being compromised as scholars face reputational damage and professional isolation solely based on their institutional affiliations or nationality.

The Broader Impact of the EU Sanctions Regime

The EU Sanctions Regime, according to the report, fails to adequately distinguish between state actors and individual academics. The measures in effect do criminalize seeking knowledge by refusing access to bank facilities, software and facilitation of visa. The UN Human Rights Experts urged the EU to align its policies with international law, ensuring that political disputes do not dismantle the bridges built by scientific diplomacy. They demanded that the limits be reviewed immediately so as to safeguard the universal right to science, and to avoid the production of a lost generation of scientists.
