If you are among the nearly 400,000 workers in Noida’s vast industrial belts, your complaints about wage delays, safety issues or other work-related disputes just got a new home. The Gautam Budh Nagar police commissionerate has set up a New Industrial Cell for workers employed in factories and enterprises to report wage arrears, safety issues and other industrial disputes, beginning today.
Why the New Industrial Cell Was Created
The system of redressal of worker grievances in Noida has long been disjointed, with workers not knowing whether to approach the labour department, police or industrial associations. This became perilously clear earlier this month when workers took to the streets in Phase 2 and Sector 63 in a protest that turned violent, calling for a revision in the minimum wage. The protest turned violent – cars were burnt, buildings damaged, and stones thrown at police – prompting authorities to recognise the need for an industrial disputes redressal system.
Noida is the most industrialised district in the National Capital Region (NCR) with almost 15,000 registered units spread across three police zones, ranging from small-scale industries to multinational conglomerates, involving more than two lakh companies. In this context, the lack of a dedicated industrial disputes body in Noida was a glaring omission. The New Industrial Cell is a direct response to this by the government.
The New Industrial Cell’s Structure
The New Industrial Cell is headed by a new ad hoc Deputy Commissioner of Police (Industrial Affairs), a first in the commissionerate’s history. The DCP is assisted by an Assistant Commissioner of Police (ACP), three inspectors and 25 men. There is no committee on paper; the cell has been asked to start functioning immediately, while its Standard Operating Procedure (SOP) is being prepared and submitted to the DGP and state home department for approval.
The cell’s mandate covers:
- Keeping up constant communication between factories, unions and workers
- Working with government departments on labour rights, Noida workers have under UP and central legislation
- Resolving industrial disputes in the early stages
- Keeping track of law and order in Noida’s industrial areas
A new phone number has been issued to improve the operation of the Noida labour helpline service, giving workers direct access to the cell, instead of having to deal with bureaucratic red tape.

How to Report Problems with the New Industrial Cell
If you are facing a salary delay in Noida or have any other grievance, here is how workers can approach the New Industrial Cell:
Step 1 – Dial the Helpline Number. Dial the Noida industrial cell’s contact number (given by the commissionerate) to lodge your complaint. This is the main source of complaints of late salary payment in Noida and complaints of non-payment of salary in Noida.
Step 2 – Complaint to Your Labour Organisation. The cell regularly communicates with registered labour unions and organisations. If you are a union member, your representative can follow proper channels to lodge a complaint against the DCP (Industrial).
Step 3 – Report to the Labour Department. For instructions on how to lodge a complaint in the Noida labour department, regarding minimum wages or contract breaches, see the Noida labour complaint portal or the labour office. The New Industrial Cell will share information with these authorities, so it is important to register with both.
Step 4 – Document Everything. Whether it’s an unsafe practice reporting Noida or delayed salary, make sure you keep records – whether it’s a payslip, attendance sheet, or photo of an unsafe situation – before you file.

The establishment of the New Industrial Cell is an important initiative for Noida workers’ safety. Government sources have highlighted that the cell will facilitate quick information exchange between industries and police across zones, so issues are promptly addressed.
