UN Condemns Russia’s Illegal Actions in Ukraine

The UN’s top political affairs official, Rosemary DiCarlo, addressed the Security Council, condemning Russia’s ongoing elections in illegally occupied parts of Ukraine. She emphasized that such actions violate international law and exacerbate the humanitarian crisis. DiCarlo highlighted the systematic abuse of civilians by Russian authorities, calling for accountability for perpetrators. Despite the grim situation, she stressed the importance of prioritizing peace efforts guided by international law and the UN Charter.

Unacceptable Actions by Russia

DiCarlo denounced Russia’s plan to hold presidential elections in areas of Ukraine under its control, labeling it as unacceptable under international humanitarian law. She emphasized that Russia, as the occupying power, must respect Ukrainian laws in these territories.

Violation of International Law

The Under-Secretary-General underscored the illegal annexation attempts by Russia in Crimea, Sevastopol, Donetsk, Luhansk, Kherson, and Zaporizhzhia regions. She referenced General Assembly resolutions condemning these actions, emphasizing that any annexation resulting from force violates the UN Charter and international law.

Humanitarian Crisis Escalation

DiCarlo highlighted the dire humanitarian situation in Ukraine, exacerbated by intensified aerial assaults by Russian forces. She cited a recent report by the Commission of Inquiry on Ukraine, revealing widespread and systematic torture of civilians by Russian authorities.

Call for Accountability

The UN official stressed the importance of holding perpetrators of human rights violations accountable. She urged the Russian Federation to facilitate access to all detainees and emphasized the need to record and document such cases.

Urgency for Peace

DiCarlo emphasized the urgent need for peace, especially as the conflict enters its third year. She highlighted the disproportionate impact of the war on Ukrainian women, who constitute the majority of displaced persons. DiCarlo acknowledged the crucial role of Ukrainian women in humanitarian initiatives and called for recognition of their contribution to the country’s future.

Conclusion

As the conflict in Ukraine persists, the UN reiterates its commitment to upholding international law and promoting peace. DiCarlo’s address to the Security Council underscores the urgency of addressing the humanitarian crisis and holding perpetrators of human rights abuses accountable. Despite the challenges, the pursuit of peace remains paramount, guided by the principles of the UN Charter and international law.
