Beginning June 1, 2026, Malaysia is initiating a significant change in the Malaysian work visa system which has a direct effect on foreign professionals. The new RM 20,000 salary threshold is one of the most discussed modifications that has swiftly gained a central place as a high-skilled expatriate criterion.

The update is integrated into a bigger plan to transform the labor market, focus on domestic talent, and make sure that foreign nationals reduce relative value to the economy.

Employment Pass Categories

The new policy proposes a more salaried-based structure in three classes. International now needs RM 20,000 and over in Category I, RM 10,000 to RM 19,999 in Category II and RM 5,000 in Category III.

This re-decision eliminates the existence of lower levels of salaries and increases the standard of foreign employment in general. It also comes with an increase in tough terms like limited working terms and succession planning in some categories.

Why did Malaysia add this rule?

The primary agenda of the government is to become less dependent on foreign labor with greater commitment of local labor opportunities. Raising salary thresholds, Malaysia can guarantee that only those foreign professionals are employed by companies when it is absolutely necessary and in positions where special abilities are required.

Individuals that fail to meet this requirement may still be eligible under the lower criteria, although with extra considerations like reduced visa periods and mandatory line of succession. It complicates long term career planning in Malaysia.

Effect on Employers and Hiring Pattern

Malaysian employers will be forced to change their approach toward recruiting employees. There will be increased costs associated with recruiting foreign experts, particularly in the top positions. The firms can either focus on local talent or redesign jobs to fit within the new pay scales.

Simultaneously, the companies, which are dependent on worldwide expertise, might be required to raise the payment package, to stay in compliance with the new visa regulation.

Will Current Employees be Honked?

The new Regulations shall be applicable to new applications as well as renewals made after June 1, 2026. This is based on the fact that even the available foreigners can be affected when their visa is due to be renewed. 

All workers whose salaries met the new requirements will be required to renew the contracts or move to new types of visas.
