Vietnam Launches Job App for Migrant Workers – Here’s What It Offers

In a pivotal development in digital labor reform, Vietnam officially launched the DOLAB-JICA App (DJ App) on July 30 in Hanoi. The app aims to aid citizens searching for overseas employment. Developed by the Department of Overseas Labour Management (DOLAB) and the Japan International Cooperation Agency (JICA), the driving goal of the DOLAB-JICA App is to displace informal brokers and to ensure that Vietnamese migrant workers are recruited transparently and ethically.

What Does the DJ App Offer?

The DJ App offers direct, verified access to job vacancies overseas especially in Japan without going through (often costly) third-party intermediaries who add substantial fees or exploit workers without facilitating good job placements. The digital platform addresses key issues around clearly defined job vacancies that are verified by the Ministry of Home Affairs adding to workers’ decreased labour costs.

Vu Truong Giang, DOLAB’s deputy director called it a “major digital transformation” in their approach to recruiting overseas labour in Vietnam.

Two large upgrades are happening: 

Real time feedback system: Migrant workers in Japan will be able to report issues relating to employers, service providers and supervising organizations directly to Vietnamese authorities.

Post return support: After completing contracts overseas, the workers will have access to domestic job listings as well via the app which allows the international experiences of workers to be beneficial to the Vietnam economy.

Why Is This App Important?

With over 630,000 Vietnamese in Japan, this app is intended to provide better recruitment, migrant worker rights and assist workers coming home. It will assist service providers in finding skilled and committed employees, reduce recruitment fees and increase overall workforce quality in the long term.

International organizations including the ILO and Japanese officials have lauded the idea, saying it is a guide to successful and ethical recruitment, a valuable tool to combat illegal labor brokering. 

This is not just a launch, it will mark the beginning of turning Vietnam’s labor export system on its head.
