After an abrupt change of power and the consequent leadership vacuum in Venezuela, a group of 16 national and international NGOs, such as WOLA and PROVEA, issued a scathing Decalogue. This document outlines 10 Urgent Demands aimed at stabilizing the nation and preventing further collapse. As the executive arm is changing and the public institutions are paralyzed, such organisations claim that a simple shift in the personalities is not enough. They demand a paradigm shift by implementing a structural change to revive the rule of law. It is the sole roadmap which makes sense to negotiate the unstable post-transition environment, with victims and institutional integrity at the center of priorities other than partisan politics.

Venezuelan Civil Society Prioritizes Human Rights
The essence of the paper is on the immediate stop of persecution. The coalition demands that the road to stability start with the release of all political prisoners and the repealing of oppressive laws such as the Law against haters. For Venezuelan Civil Society, this is non-negotiable; confidence cannot be rebuilt while dissidents remain detained. In addition, they require arming of the paramilitary groups to be disarmed to maintain the security of the people.
Roadmap for a Genuine Democratic Transition
To fill the power void effectively, the demands outline a clear path toward a Democratic Transition. This involves free access to international organizations such as the UN and IACHR that would be tracking progress. The organizations also demand the openness of the public funds in solving the humanitarian crisis. Through the implementation of independent transitional justice systems, the nation will shift the state of retributive confusion into the framework of truth, justice and compensation of decades of wrongdoing.
