In a noteworthy digital reform, e-Service Books will be mandated for all ministries and departments of the central government beginning in 2025. This decision came from the Department of Personnel and Training (DoPT), to migrate all service data onto a new platform, the e-HRMS 2.0 portal and officially end paper, employee service records.
What is an e-Service Book?
An e-Service Book is a digital record that contains an individual’s entire service record in a government job from date of appointment through retirement. During this time, it would document promotions, transfers, leave, salaries and retirement status. The electronic version replaces the traditional file and eliminates paper delays and errors.
Why is the e-Service Book Important?
Paper documents are often lost, manipulated or accessible at the wrong time. Online records are safer, accessible 24/7 and more manageable which means HR can complete its operations more efficiently. This will be an important component of the Digital India programme that aims to make the government transparent and accountable.
What Are the Govt’s Instructions?
All ministries now must:
1. Digitally convert all employee records and then upload them onto the e-HRMS system.
2. Verify and update the records.
3. Stop using the hard copy service books, once verified.
The e-record will be accepted as the official document going forward.
What Other Reforms are Being Implemented?
Recent reforms are:
Reforms of CGHS to access hospitals and provide cashless treatment.
Different Option to revert OPS in selected NPS cases.
DA hike of 48% in January 2025.
Initiation of the 8th Pay Commission, expected before FY 2025-26.
The transition to an e-Service Books system is an important milestone toward digital governance and quick decision making and approvals on transfers, promotions and pensions that will ultimately benefit the employee and the department.
