The Haryana government has made an important change regarding the casual leave policy for female contractual employees which will provide better work life balance. According to an official order issued by Chief Secretary Anurag Rastogi, all eligible employees will be granted two additional days of casual leave each calendar month, up to a maximum of 22 days for the year. This is a large increase from the former policy which allowed only 10 casual leave days for the entire year.

This policy applies only to female contractual staff which are hired under Outsourcing Policy Part-II and appointed through Haryana Kaushal Rozgar Nigam Limited (HKRNL), which is an institution that supplies contractual manpower to state government departments and public sector undertakings in the state of Haryana.

Who Is Eligible for the New Casual Leave Policy?

All female contingent workers including those placed via HKRNL will be eligible under the new leave framework. In addition to the 22 casual leave days they will continue to be provided with 10 annual medical leave for improved overall benefit of leave.

Compliance and Implementation

The directive requires all administrative secretaries, chief executive officers, deputy commissioners, heads of departments and registrars of universities to enforce this order. The government wants to show continuity in promoting women’s participation in the workforce by enhancing their work environments.

This could be a significant step for the Haryana government in recognizing the important role women have made in public service and improving work conditions for women employed as contract staff.
