Guide: Which Masters Programs Are Exempt from the 2026 Provincial Attestation Letter (PAL)

Introduction to the changing student immigration policies in Canada is very important to future post-secondary applicants. Immigration, Refugees and Citizenship Canada (IRCC) has made some major changes to the process of a study permit as of January 1, 2026. The most notable update is the exemption of specific graduate students from the 2026 Provincial Attestation Letter (PAL) requirement. This is a strategic step that will help to attract the high-skilled talent and simplify the entry of advanced learners. Provided you are applying to study permit this year, you can save yourself weeks of processing time and administrative effort by knowing whether your program qualifies under this exemption.

Master’s Programs Exemptions.

The federal government has officially confirmed that international students applying to Master’s degree and Doctoral (PhD) programs are exempt from providing a 2026 Provincial Attestation Letter (PAL). There is, however, a strict condition, which is that the program must be provided by a public Designated Learning Institution (DLI).

This policy acknowledges that advanced research and high-level academic contributions are important contributors to the Canadian economy. Consequently, Canada study permit applicants in these streams can submit their applications immediately with just their Letter of Acceptance (LOA), bypassing the provincial certification step entirely.

Non Exempt Graduate Programs.

It is imperative to mention that not every course of the post-graduate is eligible. The applicant of a graduate certificate or graduate diploma or any Master programs in a private institution usually still need a PAL. Ensure that you verify your status on the official list of IRCC before applying.
